Proxy Marriage?

My boyfriend is flying to the US with a working Vis, unfortunately, his scheduled departure wont be able to cover the time needed in preparation for acivil marriage in the philippines, In short he would have already gone by the time the marriage licence is completed. This means he wont be here during the time we are allowed to marry. We are both 23 years old. Although we can complete the requirements for marriage license application and attend the neccessary seminars, he still cant stay for the actual wedding infront of the judge. Is proxy marriage applicable to us, we are both Filipinos. If its applicable, will it be recognized by the Philippines government? ------
