What are the best telephone rates anyone has found for calling the Philippines?

I have been using Nobel pre-paid which yeilds about 3.5 hours for $22.00. I want to find the cheapest way to call my fiancee with a clear signal. I tried a web cam and there was a 10 second delay between when I spoke and when she heard the words; it sucked! I am really looking for the most minutes for the least money to call the Philippines. ------
