Why is graft and corruption so rampant in the Philippines?

Why is graft and corruption so common and accepted in the Philippines at all level of government from the presidential cabinet down to the street cops? Do people there generally accept this as means for doing business or an accepted way of life there? ------

this is just another form of taxation and it is certainly not limited to the PI. You will find that it generally goes hand in hand with low salaries for public figures. and that the Presidential cabinet sets the form for the rest of the country.Vietnam is even worse but at least when you bribe someone here they stay bribed. ------
