What is the best hotel to stay at in Manila?

I'm going to Manila, Philippines March 1, 2006. Need to know where I should stay. Cost is a little important but mainly comfort.If the place is beautiful or if the view is nice I would like the place. I'm hoping to see beatiful beaches ------
