Why do Manila people look different from the people from the provinces?

I'm an Ilokana and I was at UPLB for a few years. When I returned home, I was fairer than my originally fairer sister for a few months. After that, I was back to my original skin coloration. I was in Mainland China for a few months and when I came back, everybody commented I was looking more beautiful and more fashionable. Now I'm back to my old looks, hehehe. Take it from there. ------

Because the people in the provinces don't have enough money to afford skin whitening products. That and people in Manila care way to much about their looks.I love Manila! ------
