A foreigner can adopt a child in the Philippines provided he/she has a residency of at least three continuous years and is of legal age, have not been convicted of crime, of good moral character, has the capability to support the child financially, emotionally and physically. Also, to avoid problems in the future be sure to adopt a baby thats been willingly and knowingly given up for adoption by the baby's biological parents and is authorized by the Department of Social Services. For more info, check Philippines rules of adoption in the internet. ------
