Puerto Galera is good for diving, snorkeling and its very close to Manila. It has whitesand beach also and you can hop to different islands&islets. 2hrs by land travel and 45 minutes by ferry from Batangas. Its much cheaper than Cebu.Cebu from Manila is an hour flight. and 16 hours by ship. In Mactan island, a lot of resorts that you can stay with. You can enjoy also the city tour.
