I definitely recommend Cebu if you're staying over Christmas. Actually whether it's Christmas or not I wouldn't recommend Puerto Galera. I think it's overrated. The beaches there aren't even that nice compared to Boracay. Going back to Cebu... there are more to see there. There's a great city life and beach life...you get the best of both worlds. The crowd's better too. ------
